If it's a standard image file and you're working in window you can open the file in the Windows picture and Fax viewer and use the print wizard.  One of the final steps asks you how you want to print it and 5x7 is an option. Then the app should scale the print to 5x7 regardless of how large or small the file is.

If you just need "a print", the other option is to paste the image into Word etc and use the tools there to resize the image to 5x7.  I'd use this as a last resort because who knows how Word will munch the pixels during import and paste, etc, unless top quality isn't an issue.
