To do so, go to Manage Profile & select Blogs under Content & Features. From there click on Create a New Blog.

One limitation of the personal blogs feature is that it doesn't easily allow upload of images for the blog. I've done a work-around for my personal blog to include images:

You can link to images located in an image hosting site or there may be another way to link photos from the personal gallery feature. I'll investigate that & see if there's a simple way to do it.

I would love to see more personal blogs on the OPS website.
